dispatch price of storage component #218

The storage dispatch costs dont work as intended. They seem to apply on the storage capacity (the current amount fo energy stored, not the maximum capacity). The dispatch price should however apply on the output flow.

The dispatch price gets assigned to both capacity and output, I can make such that it is only applied to the output
