Implement transition matrix based mobility indexes #13

Transition matrices are the starting point for several mobility indexes. A separate module (transitionMatrix.mobilityindexes) can collect implement these functions with reference to publications

This module could also absorb the characterize function which presently only checks for diagonal dominance
