stream: update stream configuration to include/exclude #118

This follows https://github.com/open-telemetry/opentelemetry-specification/pull/4188 to add support to exclude attribute keys from stream configuration.

Fixes https://github.com/open-telemetry/opentelemetry-configuration/issues/112
