extract common attributes

There are some parameters / fields repeated and might get unified. For example:

• service_name
• service_code
• jurisdiction_id
• ...

Would be good for mocking and verification, but maybe this turns out to be complex?

IRC tells us that this can be done by top-level parameters. Example.json

I discussed this idea on IRC, but we noticed that due to the different visibility of other params, it makes just sense to extract jurisdinction_id and response_format
