Update FakeIp address list for RSR update

Update the fakeIp list for the update of RSR to RST 1.0.2. https://github.com/openBackhaul/ApplicationPattern/blob/develop/doc/TestingApplications/Infrastructure/SdnLaboratory/FakeAddresses/IpAddresses.md

• RSR 1.0.0 is listed with ip 1.1.3.16 and port 3016; move entry to historical section
• add RSR 1.9.2: 127.0.0.1 as ip, port 3038 (as 3017 is already taken)
