During the revision process we should not only define the role of the “Committer”, but also define the role of the "Contributor", because we need to be open to accept contributions from people who do not (yet) qualify for a committer status of that particular project (repository), but want to contribute more than just minor contributions.
The only difference between contributors and committers is that ordinary “Contributors” have only read (or “pull”) access rights, while “Committers” have "read & write" ("pull & push ") access rights to that particular repository. However both should sign some kind of IPR agreement if they contribute in a larger extend (>200 characters) to the repository. For “Committers” and potential “Contributors” who are coming from one of project partners that has been covered by the Project Cooperation Agreement signed by their employer, however for “Contributors” from outside that might be an open issue. Smaller contributions up to 200 characters are considered “minor” and that is covered by the “Terms of Use” of the openETCS.org website and repository.
