New RC for the QAPlan --> branch RC_QAPlan_0.10.3 #75

Dear reviewers,

The QAPlan in its 0.10.3 version is now under revision into the governance repository. A new branch for the QA Plan has been created: RC_QAPlan_0.10.3

In the governance\Review Process directory you can find the OpenETCS_RevisionProcess document with the instructions and details to accomplish the revision process successfully.

The Cycle is open for everyone interested in collaborating and the closing date is the 11th of December. In case there are discrepancies or conflicts you want to discuss in a meeting, let me know that adding a comment in this issue, and SQS shall organize it.
