Obwalden-Scaper-Problem #1944

The latest OW-case-data has dropped significantly. Looks like they changed the site or the scraper catches the wrong number...

Issue analysed: It's not a scraper or related problem. There's a wrong value entered in OW's source-XLS (https://www.ow.ch/publikationen/20318) for 2022-02-07.

OW is informed. Scraper is paused. Value in our repo corrected manually - based on OW's source-HTML (https://www.ow.ch/themenalle/thema/4718).
