libopenh264 too new for opencv with current ffmpeg #31

On linux (ubuntu 18.04 and 20.04) it seems that currrent intall of ffmpeg with conda lead to installation of liopenh264.so.6 which is too new for opencv. Forcing libopenh264=2.1.0 prior phenomenal installation result in liopenh264.so.5 and fix the bug. To be included in meta.yml ?
