Will Not Automatically Connect to Networks until going into Wifi Settings

This has been consistent across builds and radios from stable, modded stable, 
to nightly

What is the expected behavior?

That my phone connects to wifi when I come home, or to the office, or any other 
location that is known to the phone.

What is the actual behavior?

The one often does not connect until one goes to wifi settings, which forces it 
to scan and connect without choosing to connect to a network. (This has been 
confirmed with many XDA posters and seems to be a consistent (perhaps hardware) 
issue.

What steps will reproduce the problem?
1.Leave Wifi area
2.Return to Wifi Ara
3.

Can you reproduce this problem after a complete wipe/factory reset? (do not
restore any apps or settings when testing)

to be more precise :
when turning on wifi with power management widget, the wifi does not connect 
until the next scheduled wifi scan. It's conditioned with 
wifi.supplicant_scan_interval=xxx in build.prop
So i think that when turning on, a "force wifi scan" have to be done to solve 
this boring behavior.

This issue is not specific to "turn on WiFi" action. Eeven if the WiFi is left 
on all the time, it will not connect to it unless you go to the WiFi settings. 
A "force wifi scan" is needed whenever there is a "screen wake up" action.

I have been using CM7 nightly for almost a year now and this annoying bug has 
been present since then. Some users on XDA forums with a different radio 
apparently do not have this issue.
