This PR:

creates a /minutes directory and sub-directories for TSC, PGB, and ArchitectureWG minutes
renames minutes files to follow a consistent naming convention: YYYY-MM-DD.filetype
adds minutes for today's (8/27) PGB meeting

Notes:

links to these files in the wiki will break. Once merged, the wiki links will need to be updated.
