Added graduation as new vocabulary #27

The new vocabulary contains the typical graduations in german schools and universities.

Since the school graduations have already been put into a vocabulary by the KIM (https://github.com/dini-ag-kim/schulabschluesse) we just refer to them and add the ones for universities here.

What about ISCED? Do we want to connect the values to the equivalent ISCED levels?
