feat: add dependabot workflow file #17

Description

This workflow periodically checks the version of the GitHub Actions and updates it to the latest version.

@bryantt-v I was able to add you to the portal of contributors using the @BryanttV account. Could you please close this PR and open it again with the other account. Also, as I understand it takes one day for the portal to update data to github so you should see the cla check passing tomorrow.
