In New UI when you click on drop down list caret it does not show list

Describe the bug A clear and concise description of what the bug is. When in the legacy EBP UI, standard drop down elements will not expand when clicking directly on the caret, only when clicking the text of the dropdown.

To [Reproduce](url) Steps to reproduce the behavior:

1. Go to Manage resources
2. Click on SELECT and click on PERFORM AN ACTION button
3. under Bulk action -> Choose an action to perform , Click on caret, drop down list will not expand

Expected behavior When you click on caret symbol, drop down list should get expanded.
