Clarify the scope of the releases on the repository #200

This PR clarifies that the releases on the GitGub repository refer to the GeoParquet specification, rather than to the OGC Standard.

Can we then clarify where this draft OGC standard can be found? Or this repo is the draft? (in which case this edit doesn't make that super clear I think)

@jorisvandenbossche AFAIK there is no document for the draft OGC standard yet, although this is something that could be setup based on the content of this repository. @ghobona can tell you more about the process.
