Changed label to identifier in mod spec elements so that metanorma tracks the URIs.

Action taken:

• Changed all labels to identifiers.

Actions taken:

• changed the URI of Requirement 23 to /req/core/poi-payload-2
• Updated Abstract Test A.22 to reference /req/core/poi-payload-2

No action taken because it’s unclear which requirement was meant to be referenced.

Abstract Test A.9 is best fixed by the editors.
