metadata key config in each object store needs to be updated if default config is updated #1155

What happened?

@hdelongueville was getting an error saying that icos_data_level was needed to standardise some non-ICOS data. icos_data_level was removed from the required metakeys for surface data in the default config, but those changes aren't propagated to the metakey config in existing object stores.

What did you expect to happen?

Is it possible to just fix this for the current store? Or do we want something which we can run to update this for an existing store?
