Move non-standards and OBE drafts to obsolete status #110

Move the following documents from the drafts directory to the drafts/obsolete directory. These are non-standards documents, and documents that have been overtaken by other work.

ExecutiveSummary MemoryConfigurationWN SearchProtocol SearchWN SimpleTrainNodeInfoS SimpleTrainNodeInfoTN TractionWN

Moves drafts/CanBitTimingCalculator (which is not obsolete, but not a draft either) under standards/tools.

The Can bit timing calculator is actually current. It is not a standard though, it is more like a tool for developers. Idk what the right place for it is, but we should rather leave it in place than obsoleting it.

Thanks for reviewing that. The references directory might be a good place for the Can bit timing calculator PDF file. The last commit in that directory was "Add CAN bit timing references". Would that be an OK place to put it?

Is the underlying spreadsheet file available anywhere?

I'd like the drafts directory to contain just drafts of official documents as that makes it easier to track what needs updating.

The ods source is also in this folder (in this PR actually). I'm not excited about putting it in references, as that contains papers and ANs from other companies that we archived from web downloads.

Maybe standards/ then?
