Add stream read, reserve bits in Memory Configuration protocol

Changes in the Memory Configuration Standard:

• add stream read to the stream write bit in the memory configuration reply
• change the memory sizing bits to reserved and a note to the TN on why

The process of forking the relevant files out of standards/ into drafts/ seems to have resulted in the generated/ files being treated as new by GitHub. I've attached a diff that shows the changes more clearly.

Since the forks are now added to openlcb:documents/master, the next step in clearing up the diffs here is to merge openlcb:documents/master into your branch, then push the merged branch.
