DCSS WeatherRequestLocation is mapped to DcssWeatherRequestPdu
DCSS GroundResponse is mapped to DcssWeatherResponsePdu
DCSS CloudLayerResponse is mapped to DcssWeatherResponsePdu
Adds support for datatypes introduced in the above interactions
Added helper methods to AbstractMapper for serializing/deserializing interaction parameters
