Just realised I haven't made a PR for the last few fixes I've made for IVIR- so this is that. Changes for each commit are:
Build support using ant to create a 32 bit Windows distribution- currently just has the one target 32.installer that does everything needed to create a 32 bit installer. Build system probably needs revisiting at least at some point. It works (I think) but after the cpptask update and this I'm pretty sure there are at least a few inconsistencies that should be ironed out.
Fix a null pointer error caused by not having JAVA_HOME set to anything
Force using IPv4 in C++- needed for newer? Linux distros, note that when using a Java federate the JVM flag to use IPv4 also needs to be set via command line or env variables
Non HLA13 feds will no longer implicitly unpub/unsub when a request to pub/sub is made with no attributes, which brings it inline with the standards
