Adds Visual Studio 2022 solution

• Adding this so I can get a quick build compiled against vc14.3 for another project I'm working on.
• This is a visual studio solution only, integration into ant requires an update to cpptask, which is more than I had time for at the moment.
• Adds vc14.3 versions of dependent libraries pugixml and cppunit
• HLAlogicalTimeFactoryFactory has been moved out of the ieee1516eFedTime project and into the ieee1516e project proper. HLAlogicalTimeFactoryFactory is actually declared RTI_EXPORT, and is intended to be the internal RTI type. If its compiled within the fedtime project then we get inconsistent linkage errors as RTI_EXPORT isn't defined.

Note: vc14.3 compiler advises that the following constructors are recursive. I couldn't tell at first glance exactly what was wrong, but just flagging it here for the future:
