Update JDK Packaging to Java21 #338

Summary

Update the version of the JDK that is used by and packaged by Portico to be based on Java 21.

Acceptance Criteria

Once complete, the system shall:

[ ] Update any documentation to include developer requirement to install JDK into specific location and use local.properties if they want to override
[ ] Update build system so that it will properly package new versions of the relevant parts of the JDK (jlink not required)
