Okay, I did notice something while playing with the trait. in the xvcv_mdlc_on_actions file, xvcv_mdlc.80 should be added to on_game_start_country in order to make it so the trait actually works for the first month of the game. You lose out on like 0.58 pop growth so it doesn't really matter, but I noticed it.
