editor form for components - bug on licence #9

In the editor form for components, under "distribution info", there's a "licence" element with another element (rights statement) next to it. The dropdown menu for licences is missing. In case it helps, there should be a choice between (a) licence (and optional rights statement) and (b) rights statement.

@pennyl67 can you move these issues to omtd-platform repo where they belong and also assign the issue to me?

Also, the choice if (a and optional b) or b is very tricky to represent in a form, without filling the form with radio buttons to choose between options.
