OMHD-452 Android upload of files

Summary

• Add Android localFileUpload bridge
• Allow upload of 0 size files in the sample app

Note: There is a bug in the android-omh-storage in OneDrive module - it does not allow for uploading files with 0 size - visible at the end of the recording. It should not block this PR though - will try to fix it there.
