This was a lot of really excellent work, and a potentially major contribution. Thanks, Phil!

What Phil outlines here is, imo, a set of guidelines that we would be well advised to implement as quickly and as thoroughly as possible, although perhaps among the points he made, the one that resonates most within a volunteer org is his caveat: Passion trumps process.
