Allow editing and deleting of NeighborNews events & messages #249

If you're the author, or a superuser, you should be able to delete or edit user-contributed events and news.

(In [ac78eee18f5eabb46676ec9929a7d0dda1d7a2ad]) Neighbornews: Add a delete form; Allow users with sufficient permissions to see edit/delete links; Add an edit form that actually works. Closes #256
