getPoliticianDetails(op_politician_id)

Returns the information needed to build the politician page:

• first name
• last name
• date and place of birth
• education level
• profession
• email, web site, other contacts
• current institutional charges (order by date_start desc)
• past institutional charges (order by date_end desc)

An institutional charge, here, contains the following bit of information, so that the textual representation of the charge may be built without further queries.

• date of start and date end
• charge denomination (sindaco, consigliere, assessore)
• institution name (comune, regione, camera...)
• location name
• location op_id (to build a link)
• political party or list of election
