in your PATH
?
It is not, however -

I want to say I installed this with yum - would that cause this issue?
I think I found the issue - it's between the computer and the chair, and how he's not reading the documentation:
openresty-opm
This package contains the command-line utility opm for OpenResty Package Manager. This tool can be used to install community-contributed OpenResty packages from the central OPM package server:

I've got a relatively recent OpenResty install, and it looks like I don't have OPM along with it - is this expected?
