See #89 for more discussion. Not sure if there's a potential issue with the Epi package, so this PR needs confirmation that everything is OK here.

This is pushed to GitHub, so it should be accessible within opensafely-cli for local development. It should be updated within the actual live environment when someone with permission to do so gets to that.
