API-1701: [PoC] Encryption with KMS #1625

KMS Encryption Provider for kube-apiserver secrets and configmaps encryption, secures etcd data at rest.

For testing the PoC with AWS KMS on an AWS OpenShift cluster, run the following command:

bash hack-kms/run-operator-locally.sh
