early TODOs #3

  1. Need https://github.com/openshift/library-go/pull/1729 to do reads from directories.
  2. Need a Now from test.yaml for lastTransitionTime
  3. Need a client-overlay to provide write capabilities to drive output-dir. Start by disallowing reads of written data. While doing that seems desireable, during the transition state this would cause controllers to act and that would likely be worse than the disease. Once we're well switched over, we could make it an optimization.
