Currently the launcher opens the panel and sets the focus to the current console URL. Users that navigate to a new console screen and close the panel (e.g. to see hidden part of the screen) will lose their context. The user can always easily reset the panel to the current screen by clicking "Focus", so it would be more useful for the launch button to always display the previous contents of the panel instead of doing a focus.
