Moved from openspending/openspending#494

Unless I am mistaken, there is not a way to go up one level with treemaps. Possible to put sth intuitive in?

Giving an "upvote" for this.

Noting from the history of this ticket that Budget Stories (Moldova), Open BudgetOakland (US) and IEEPP (Nicaragua) all have requested this change in the past.

Maybe something to add for the next milestone.
