Update the eligible children and doses needed report views #1288

This covers two different reports:

  1. Eligible children
  2. Doses needed

On both views where the user can filter by community/CHA and by a specific date, we want to make sure that the filter copy itself reads "CHA" instead of "community."

More importantly, we need to ensure that the data that show up as results - eligible children and their due vaccines or the counts of doses needed - in both reports are based on the updated vaccine schedule. This means that the reports takes into account new components of the schedule like "live" vaccines that can't be given on the same day and also doesn't show a child as eligible for a vaccine if they have not yet received their previous dose (ie OPV1 and OPV2).

Related to #1291 . The report will be based on the results of the vaccine schedule

There are inconsistencies between the results of the reports and the client registers.

  1. In the results of eligible children are only 8 children even though in there are 12 eligible children in the Child Client list view.

  2. There is a three year old child in the Eligible Children results.
