Add QC flag to all top hit credible sets #3487

As proposed by @DSuveges, we should add a QC flag to all credible sets derived from top-hit (curated)

Apart from alerting the user, this should also help to build extra logic around inclusion of credible sets during the study_locus_validation stage.
