reusable_build: assure source code tarball integrity #2

Increase QA coverage of source code tarball handling by downloading the source code tarballs and checking their integrity against PKG_MIRROR_HASH.

Out of consistency, I like more https://github.com/openwrt/openwrt/pull/12803 hauke solution. Any problem with implementing that?
