Installation problem

When trying to install I get these errors

This doesn't have anything to do with cx_Oracle! It is a failure to communicate with PyPI. You'll get the same error if you try to install another package from PyPI, too! Search for "SSL: WRONG_VERSION_NUMBER" and see if you can resolve that issue first.
