As a Data custodian, the column filter I create in the UI is saved so that so that I can edit/upgrade it as needed because permissions will have to change over time per partner.

@JRuizRod will be driving for this entire ticket, @stoverb @seegeoff @mfromoops anyone else can pair/give advice/architect etc but this is for @JRuizRod to get reps in the CF app space

Front end design should consider that per Data Channel per Partner field level permissions has the potential to be a very large data set to display and navigate as the user. Some thought around tabs or drill down display to keep the Data Custodian from being overwhelmed with permissions settings and from being confused as to which partner they are setting permissions for when setting permissions for multiple partners on the same data channel.
