Where are the streaming buckets for local testing? #189

A few weeks ago I was able to run InferenceSystem/src/LiveInferenceOrchestrator.py. But now I get an S3 bucket error. listing S3, I cannot see 'https://s3-us-west-2.amazonaws.com/streaming-orcasound-net/' + hls_hydrophone_id
