Two Commander Rules not Correct #7

Pairs of commanders must be of one of the following formats:

  1. Both commanders say "Partner"
  2. Each commander says "Partner with "
  3. One commander says "Choose a Background" and the other is a Background type.

Current exceptions to this rule include Heiko Yamazaki and Norika Yamazaki.
