Installl libpng, zlib and Freetype, please

@erikerlandson I modified the Dockerfile and submitted a PR because I did not want to mess up with the master branch. I also filed an issue to have a minor release. Should the corporate data pipeline notebook image be working and have the libraries installed? I'm trying to run the code but it still fails because of libpng not being available. Thanks!

• The build bots do not see other branches. If you want to test it, recommend testing locally using docker build... to see if your dockerfile runs.
• When filing a new-release issue, it is best to leave it un-edited (except for the tag in Deliver Container Image issues)
• You can check to see if you got a new image build here: https://quay.io/repository/os-climate/corporate-data-pipeline-notebook?tab=tags (looking at this link confirms no new image was built)
• libpng appears to exist in dnf, but one word of warning: package names are not always the same between ubuntu and fedora or rhel. I do not know a better way than experimenting with dnf provides ... for example dnf provides '*libpng*' - note, I was able to run dnf provides in jupyterhub terminal, since that operation does not require root privs

@erikerlandson Thanks Erik for your reply. Here are additional questions:

• Should I then just make changes directly to the master? How should I call the dockerfile: docker build URL?
• Duly noted for new-releases, I will not edit in the future
• How long does it take the bot to build the new image? I've updated the dockerfile in the master branch and filed a new-release (without editing the message). The tekton URL still shows no new image.
• I checked the correct package names using dnf provides. Thanks for the tip!
