AWS Open Data Sponsorship Program #368

This feature is to track next steps in progressing with the AWS Open Data Sponsorship. We need to carry out steps 2, 3 and 4 of: https://assets.opendata.aws/aws-onboarding-handbook-for-data-providers-en-US.pdf

I am happy to do 2: that's in progress.

@ModeSevenIndustrialSolutions or @redmikhail, please could you do 4 (create the account)? I assume the account should be created by someone at Linux foundation.

@MichaelTiemannOSC, please can you do 3 - signing of terms and conditions (or else advise who is the right person to do that?)

Would it be possible to complete the action in the next week or so? I think these are quick apart from 2.
