Make use of online features on mobile data configurable

Some online features can cause heavy data traffic which is often not good on metered networks. I was surprised by the amount of data Live Updates can cause and it is easy to forget to switch off such things. For now I have Netguard as workaround but this is not a good solution as many useful online features that cause only moderate data use are also blocked.

There should be the possibility to configure some things as always/never/ask once per session and network type (WLAN/unmetered/metered/roaming).

The most important data hogs are probably live updates and mapillary.
