Uncertainty functions - updating to reflect recent modifications to harsat code #426

Brings ctsm_uncrt_workup into line with new harsat code Also updates output_timeseries to allow a more flexible output of variables if return_early == TRUE. I suspect that it might be easier to return all variables in this case. Something for a later pull request.
