Teams, and/or users, may need to draw down time from a fixed budget. SRC is one example. As a starting point, we should keep track of how many hours a team or person has used over time.

The above PR in cloudsim-portal limits the number of instances by instance type, i.e. g2.2xlarge. We may want a slightly different and more generic approach to limiting resources based on users/teams
