[TAC Request] - End User WG Consumption Manifesto #11

The End User working group has been collaborating on an OSS Consumption Manifesto(1). They recently presented their work to the TAC(2) who agreed with the intent and direction of the work. Additionally, the WG continues to review and adjust to feedback provided(3). The End User WG is seeking to see if this is something that the broader Foundation may have feedback on and appetite to collaborate and stand behind the principles documented within.

This has been discussed with the TAC & GC. The WG has drafted a blog that is the final stages of updates that will be published on the OSSF blog. Closing this issue.
