Update the DMS-UI error handling logic to support circular view

Specifically, we can re-use the logic from linear view, but all file validation and error messages should be tailored to circular

Only VCFs with index files should be allowed
Error conditions should mention VCFs and not BAMs
For detailed verbiage, reach out to @b-f-chan and @patrickdsantos for copy

While an error message does show AFTER you launch Circular View, we need to prevent/disable this BEFOREHAND. This will be treated as post-MVP enhancement.

Closing this for now, as the error message AFTER you launch Circular View does show and tested successfully on QA.
