Review, consolidate and update data for Serbia #550

Hi @edomt ,

I have noticed that the data stopped being updated after Feb 14th for Serbia.

In order to help resolve the issue I have collected the list of data sources for pull requests that contain the news articles since the first mention number of the fully vaccinated persons.

If you need further help with translation/validation I will be happy to assist. Furthermore, I attempt to reach the government officials (official channels, social media, private contacts...) in order to ask them to provide automated feed, sadly no success yet.

Please study the entries and notes I have provided bellow.

According to the latest data provided by Government, 803.319 people habe been vaccinated against corona virus.

Note: adjective in Serbien language has to be alligned with a noun both in term of multiplicity, gender and case.  Due to this fact a noun can be omitted if it is later mentioned in the same sentence with again compliant multiplicity, gender and case. In this case "osoba" (persons) was omitted from the first part of sentence.
#497 17.02.2021 1002949 356010 646939 For 17.02.2021, initial pull request contains incorrect data for total number of vaccination. Up to now 1.002.949 citizens have been vaccinated
#523 18.02.2021 1111000 Impossible value: 694488 #VALUE! This data entry is invalid and should be removed. I tried my best to locate alternative data source. My assumption is that the health offical either switched 2nd and 1st dose or was misquoted by the journalist. All other articles seem to derive the text from the original, provided by the news agency FoNet/Beta. Note: I also tried switching the values, and it was consistant with prior and later numbers, but this data point can not be used. https://www.danas.rs/drustvo/krizni-stab-vakcinisano-1-111-000-gradjana-drugu-dozu-primilo-skoro-695-000/ Pokrajinski sekretar za zdravstvo Zoran Gojković izjavio je da je do danas protiv korona virusa u Srbiji vakcinisano 1.111.000 ljudi i naglasio da Krizni štab ne može „da ide i pojedično osuđuje za ponašanje koje nije u skladu sa epidemiloškim merama“. Provincial secretary Zoran Gojkobvić has  announced that until today 1.111.000 people have been vaccinated and empasised that the Crisis Headquarter can not be held responsible for penalizing the individual diviations from the epidemic measures.

In Serbia, according to the latest data form Government, 1.263.111 vaccination against corona virus has been executed and 451.658 citizens has received the second vaccine.

Dalje, preciziraju da je u Srbiji, sa današnjim presekom, ukupno bilo 1.275.844 vakcinacija, od čega revakcinacija 462.578. "First dose of vaccine has been received by 813.266 citizens, while the second dose of vaccine has been received by 462.578", quated from the "Office for IT and eGovernment" for the portal Nova.rs. Further, they precisely say that today with current state a total of 1.275.844 of vaccinations have been made, of which 462.578 2nd.

Thank you @momcilo78 for compiling all of this! Can I ask you to clarify a bit what you mean by "vaccinated" in the second column? Is that the number of people vaccinated, or the number of doses administered?

Same for the column "1st": does that count the number of people who have received at least the 1st dose, or the number of people who have received only the 1st dose?

In other words, when people get their 2nd dose, are they removed from that "1st" column or are they still counted in it?

I see that 'vaccinated' column is total number of doses applied (total_vaccinations) column '1st' is people with 'At least' one dose (people_vaccinated) column '2nd' is people with 2 doses applied (people_fully_vaccinated)

@momcilo78 do you see this as correct mapping with: https://github.com/owid/covid-19-data/tree/master/public/data/vaccinations#an-example-of-how-we-calculate-our-metrics

Hi @edomt and @goranopacic

I will try to provide some background information for @edomt.

The table I provided includes:

At this moment I can not confirm how many vaccines they have spent in total, since we can derive only from the reported numbers. Some smaller batches were sent to North Macedonia (at least on batch had 8K Pfizers) and Montenegro (Sputnik-V).

So to conclude: the number of vaccinated in table is the number of people who had at least one dose given, which means it includes both people vaccinated for the first time and fully vaccinated. Since the second dose-mass-vaccination started, the government officials started publishing the numbers of the persons who got the second dose.

In all news interviews, they talk about collective immunity and progress toward reaching it. They consider the number of people who got Covid by transmission multiplied by factors 5-10, and vaccinated people (at least one dose). Therefore I do not think they report number of vaccines spent, but rather figures they can be used to asses the goal completion which is this case collective immunity.

Now about the data consistency compared to deliveries. We know that they got smaller deliveries of Pfizers in December and January. Around the mid-January they got 1M of Sinopharm from China, and 250k of Sputnik V (be aware this is 2 component vaccine where first and second are not the same). Half of all vaccines were immediately reserved for second dose.

In February another batch of 500K of Sinopharm was delivered, with another 500K on the way in near future. There were 80K of Pfizers delivered in February and for Sputnik V I am not sure. During this week they got the batch of Astra-Zeneca, so there are 4 vaccines that are actually given.

If we compare these number the numbers of vaccinated people seam to be plausible. Number of fully vaccinated people will always be less than 1/2 of spent vaccines.

I see that 'vaccinated' column is total number of doses applied (total_vaccinations) = 1263111 column '2nd' is people with 2 doses applied (people_fully_vaccinated) = 451658 but to get (people_vaccinated) you need to calculate people who received only 1st dose: vaccinated - '2nd' 2 = 1263111 - 451658 2 = 359795 and add it to the nuber of people who received '2nd' shot and that makes total of: 451658 + 359795 = 811453 (people_vaccinated)

@momcilo78 do you see this as correct mapping with: https://github.com/owid/covid-19-data/tree/master/public/data/vaccinations#an-example-of-how-we-calculate-our-metrics

@goranopacic sorry, but the inadequate language usage by the journalist, is what what prompted me to create table in the first place: to validate it both linguistically and numerically. My mistake Please note that the journalist himself did not interpret quotation correctly.

@edomt please keep the issue open. I referenced it in some mails I have sent to several people that might be able to help with reaching Government.

Hi @momcilo78 I disagree with you on total number of vaccinations / it is not that high number of 1.7 mil / it is 1.3 today. Nova.rs is referring to that bad/wrong/not precise report of mr Gojkovic. that I mentioned in ticket https://github.com/owid/covid-19-data/issues/525

@momcilo78 at the beginning of the article they mention that, so far we didn't pass 1 mill citizens vaccinated, which is correct. It is 827.561

@momcilo78 and here they say: "rekao je Gojković nakon što je izneo podatke koji se ni na koji način ne poklapaju na sa podacima koje je Nova.rs danas dobila od eUprave." "Gojkovic said that, after he presented data which in no way match the data that Nova.rs received from eGov". He was just not precise and that caused the @edomt add these number to get 1.8 milvaccinations a few days ago

hi @edomt something is wrong with numbers just released from our Gov. Total number and % doesn't match the one they show on graphics. Jump of almost 2% would be extremely high for one day. Let us check these numbers.

Please note that prior post gives for 15.03.2021: 2.040.313 for total vaccinations. The source quoted in your last comment provides 2.049.898. The difference for a signle day is only 9.585, which is too sudden drop, especially if you consider the current trend (third spike in the graphs). Although they do say "including Tuesday", I believe they actually talk about full Monday data. For fully vaccinated the difference compared to Monday (791.269) is also too low: 2.540

I think we will know for sure with the next publishing of data.

I am working on automated news parser here So far the only https://www.rts.rs is implemented (accepts at the moment only the direct link to our Latin alphabet page). If I manage to solve the navigability problem and make the tool be able to locate the article on it's own, it might be feasible to cross-check multiple sources and check for deviations. There is no question that they will differ, due to the different times of data sampling.

This one got generated from script (not pushed yet), including the translation to English from google. However, I have several issues:

  1. operators of the web site keep creating several live feeds during the day, which means that the one that actually contains the information gets hidden in the afternoon (e.g. already several of them in this thread can not be reached without direct link). This may mean we may never achieve reliable posting without a person finding the link and providing it to the script.
  2. operators of web site use at least 2 different templates: one with only time at each entry, other with both date/time. (currently working on this).
  3. due to the human errors, some sort of numeric validations needs to occur prior to generating output. Simplest would be some sort of percentage increase not higher than certain level per day.
  4. operators keep diversifying their sentences. I guess they think same sentence form is a sign or poor writing style... Every 2-3 day I have to add additional regex to match the new sentence(s) they come up with. Amazing in how many different ways you can express a report on 2 numbers.

I am open for possible ideas.
